We are recruiting for our client, a global professional educational provider, who are looking to recruit an experience Compliance Consultant/Project Manager to lead the design, implementation, and continuous improvement of a Global Payroll Compliance Framework that ensures regulatory alignment, operational integrity, and strategic risk mitigation across the many countries in which they operate. Reporting to the Head of Risk, duties will include:
Lead the design and implementation of a scalable Payroll Compliance Framework that supports effective governance, aligns with global regulatory and statutory obligations, meets internal & external audit standards and adheres to ISO standards, ensuring consistent, compliant payroll delivery across all countries.
Act as the compliance lead for the relationship with external payroll partner, who currently support payroll and treasury services across multiple countries.
Ensure the payroll partner's operations meet contractual, regulatory, and control requirements, and that compliance performance is regularly reviewed and assured.
Ensure payroll operations comply with GDPR and equivalent data protection laws in other countries.
Embed privacy-by-design principles into payroll processes and oversee the implementation of appropriate data handling, retention, and cross-border transfer controls.
Define and maintain payroll compliance policies, controls, and escalation protocols.
Ensure alignment with internal HR policies that impact payroll-such as compensation, benefits and allowances, and absence and time-off policies.
Establish a structured governance model to oversee compliance effectiveness, incorporating internal control testing, exception reporting, and audit readiness across both internal and externally managed payroll and treasury services.
Partner with People, Finance, GBS, Risk and Information Security teams and external payroll provider to proactively identify and address compliance risks.
Lead risk assessments related to payroll data processing, AI-generated insights, and cross-border data flows. Recommend mitigations and track remediation.
Lead the quarterly review of the Payroll Business Impact Assessment (BIA) and Business Continuity Plan (BCP), ensuring resilience against operational disruptions.
Identify and implement control improvements to strengthen continuity measures, and conduct regular readiness checks to promote awareness, understanding, and confidence in BCP execution across payroll and the wider People team.
You should have demonstrated expertise in designing, implementing, and maintaining compliance and governance frameworks with a strong understanding of regulatory obligations, internal controls, and risk mitigation strategies.
You should also have practical experience of applying data protection laws including GDPR and equivalent data protection laws in other countries with exposure to ISO 27001 requirements too. Any knowledge of payroll regulation useful but not expected provided you're willing & able to pick up any required detail quickly. NB The role is fully remote but only open to those UK based and you must be able to start this year.
