Description
Kalamazoo County Government seeks a strategic, service-oriented, and execution-focused Information Technology Director to lead the County’s technology operations through its next phase of growth and innovation.
Building on a strong foundation of investments in infrastructure, cybersecurity, and enterprise flexibility, the next IT Director will drive enterprise efficiencies, strengthen IT governance, and ensure technology investments deliver measurable value to departments, elected offices, employees, and the public.
This role requires a leader who can turn strategy into execution by aligning technology services with Countywide priorities, fostering a culture of responsive and accountable service, and building strong partnerships with County leadership and stakeholders. A key focus will be establishing clear service expectations and ensuring consistent, high-quality delivery.
The ideal candidate will bring proven experience in budget management, technology planning, staff development, and organizational change. Kalamazoo County is seeking a leader who can manage complex technology portfolios, support sound financial stewardship, empower IT staff, and position the department as a trusted enterprise partner.
The successful candidate will lead with vision, communicate with clarity, and execute with discipline to advance secure, innovative, and operationally excellent technology services in support of County government.
GENERAL SUMMARY
The purpose of this job is to direct information technology (IT) and information security activities for the County. Establishes policies, procedures, standards, and strategies for technology enablement of business operations and compliance with statutory mandates. Identifies and drives investment of financial resources in technology. Develops and administers annual operating and capital budgets. Advises elected and appointed officials on matters concerning IT and information security governance.
ESSENTIAL DUTIES & RESPONSIBILITIES
Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
Leads and coordinates the evaluation, planning, deployment, and management of current and future IT systems for the County.
Establishes IT departmental goals, objectives, and operating procedures; develops and maintains an appropriate IT organizational structure.
Identifies potential cost-effective investments in IT systems and resources, including staffing, sourcing, and purchasing.
Assesses, develops, and communications use cases, justifications, risks and mitigations, and cost analyses for IT spending, system re-engineering, and innovation initiatives.
Serves as the County Information Security Officer for all technology solutions; develops and manages the County cybersecurity governance policy.
Directs the development and execution of enterprise IT disaster recovery and business continuity plans.
Establishes, tracks, and manages the IT annual operating and capital budget; approves IT-related purchases and vendor contracts.
Conducts cost and risk analysis for IT proposals; recommends actions to County Executives.
Develops, implements, and improves upon IT department policies and procedures.
Performs related work as required.
Requirements
Bachelor’s degree from an accredited college or university in Computer Science, Cybersecurity, or IT in a related field
9+ years of related work experience in IT and cybersecurity management
