Quantum X is Whiteshield's product business, hosting our PaaS and SaaS product offering. Partnered with Google Cloud, we bring advanced solutions to governments around the world to drastically improve citizen outcomes in areas such as employment, trade, and education. Our flagship product is the Career Navigator, which is a fully AI-enabled one-stop-shop for a competitive workforce, providing citizens and organisations with a wide range of services such as job matching, upskilling, career guidance, and financial support.
We are seeking an experienced and driven Product Manager to join Quantum X and lead the development of data-intensive, analytical products.
This role is central to shaping products that transform complex datasets into insightful, scalable, and impactful digital solutions in the labour and education space You will operate at the intersection of data science, engineering, and policy, working closely with cross-functional teams to define product strategy, deliver robust analytical capabilities, and ensure measurable impact.
This is a high-ownership role with significant responsibility and the opportunity to build products that directly influence policy decisions and societal outcomes globally.
WHAT YOU WILL DO
Product Strategy & Vision
- Define and drive product vision, strategy, and roadmap aligned with business and client objectives
- Identify opportunities to leverage data, analytics, and AI to solve complex policy and economic challenges
Analytical Product Development
- Lead the development of data-driven features, including dashboards, models, and decision-support tools
- Work closely with data scientists to define analytical frameworks, models, and data pipelines
- Translate complex analytical outputs into intuitive product experiences for end users
Product Discovery & Problem Structuring
- Break down complex policy and business problems into scalable, data-backed product solutions
- Conduct user research, stakeholder interviews, and market analysis to inform product direction
Experimentation & Data-Driven Iteration
- Design and run experiments (A/B testing, feature validation, model testing)
- Use data and analytics to validate hypotheses and drive continuous improvement
Requirements & Delivery
- Translate business and analytical requirements into clear specifications for engineering, data science, and design teams
- Own the product lifecycle from ideation through development, deployment, and iteration
Performance & Data Ecosystem Ownership
- Define KPIs and build measurement frameworks for product success
- Ensure strong integration with data infrastructure to enable tracking, analytics, and insights generation
Cross-Functional Collaboration
- Work closely with engineers, data scientists, designers, and policy experts
- Act as the bridge between technical teams and non-technical stakeholders
Stakeholder & Client Engagement
- Engage with internal leadership and external stakeholders, including government counterparts
- Translate client needs into product features and communicate analytical insights effectively

Requirements
WHAT YOU NEED
- 4-8+ years of experience in product management, ideally in data, analytics, or AI-driven products
- Strong understanding of data analytics, data science workflows, and quantitative problem-solving
- Experience working with:
- Data platforms, dashboards, or analytical products
- Data pipelines, metrics, and experimentation frameworks
- Familiarity with machine learning or statistical modelling concepts (hands-on coding not required, but strong literacy expected)
- Proven ability to work closely with data science and engineering teams
- Experience delivering complex, data-intensive products end-to-end
Technical & Product Skills
- Experience with tools such as Jira, Confluence, Figma, or similar
- Strong understanding of product analytics, A/B testing, and experimentation methodologies
- Solid grasp of UI/UX principles, especially for data-rich interfaces
- Hyperawareness of AI tools in the development process, including experience with tools such as Cursor and Claude

- Ability to manage multiple priorities and deliver under pressure

• Background in economics, public policy, data science, engineering, or related fields
